The Roxy & Drink Houston are ghetto. I am afraid you're not going to find what you're looking for. Minors can't buy alcohol so it's hard for a 18 & up club to turn over a profit. They used to let 18 year olds into the Roxy but it really sucks now. I'm not sure what the cover charge is but years ago my 19 y/o friend had to pay $15 cover.
