Why do people like to visit the housing projects (ghettos) when they travel to new Countries, or states?

like when people go to London they want to visit the bricks, or when they come to the United states they wanna visit, Oakland, Chicago, or even Washington DC's ghettos? Do some people see culture in poverty??
