Latin: i can translate this roughly, but it doesn't make sense to me. can you make sense of it?

this does not seem to be correct latin. aside from the construction problem u're grappling with, it is not normal latin to say urbs athenae, urbem athenas, or the like. i have not found a single example of this in the ancient latin texts, though it is frequent in later docs, like wikipedia (LOL). i suspect that this was made up by someone. however, the construction can probably be salvaged if we read 'et' for 'est'.
