Service entrance vandalism splice question?

i would call your local electrical company on the servcie lateral. for this is usually owned and maintaned by the electric company up the the meter itself. as far as the phone line, do call your local phone company as well, they usually use a splice wires together at the break and encase it with a protective shield similar to a toothpaste tube... all in all, contact your utilities
